Prime Minister of the Republic of Azerbaijan


Novruz Ismayil oglu Mammadov was born in 1947.

In 1964, he finished secondary school and entered Azerbaijan Pedagogical Institute of Foreign Languages, Faculty of European Languages, Department of French Language.

In 1970, he graduated with honors and was appointed by the Ministry of Education of the Republic of Azerbaijan as a lecturer at the Institute.

He worked as an interpreter and chief interpreter in Algeria in 1967-1968, in Guinea in 1971-1973 and again in Algeria in 1978-1981.

In 1991, Novruz Mammadov defended a thesis to get a PhD in philology.

In 1992-1993, he served as dean of the Faculty of Training and from 1993 to 1997 as dean of the Faculty of French Language at Azerbaijan Pedagogical Institute of Foreign Languages.

In 1995-1997, he worked as a French language interpreter of the President of the Republic of Azerbaijan.

In April 1997, Novruz Mammadov was appointed as head of the Foreign Relations Department of the Administration of the President of the Republic of Azerbaijan.

In January 2002, he was granted a rank of ambassador extraordinary and plenipotentiary by the Decree of the President of the Republic of Azerbaijan.

From 2005 to 2018, he was a member of the National Commission of the Republic of Azerbaijan for UNESCO.

In 2012, Novruz Mammadov was appointed as deputy head of the Administration of the President of the Republic of Azerbaijan.

In 2017, he was appointed as the Presidential Assistant for Foreign Policy Issues-department head.

By the April 21, 2018 Order of the President of the Republic of Azerbaijan, Novruz Mammadov was appointed as Prime Minister of the Republic of Azerbaijan.

Awards:

French Legion of Honour Order awarded by President Jacques Chirac in 1998 in recognition of his role in strengthening Azerbaijan-France friendly relations.

Shohrat Order awarded by the Order of the President of the Republic of Azerbaijan in March of 2007 for his fruitful activity in civil service. 

Polish Legion of Honor Order awarded by President Lech Kaczyński in 2009 to recognize his contribution to the development of Azerbaijan-Poland relationship.

Sharaf Order awarded by the Order of the President of the Republic of Azerbaijan on March 13, 2017.

Research activity:

Novruz Mammadov has authored more than 150 articles on scientific, social and political issues, and a number of textbooks and books, including “French language textbook for 9th grade” ("Le Français", 1994), “Practical phonetics of French language” textbook (1997), “Introduction into geopolitics” (two volumes, 2011), “Azerbaijani model of foreign policy” (2012), “Foreign policy: realities and vision for the future” (2013), “Diş Politika: Gerçeklikler ve Geleceğe Bakış” (2015) and other books.

He headed and edited a number of publications, including: “Diplomacy: Encyclopedic vocabulary” (2005, editor), “Global Politics: Threats, challenges, hopes” (2013, editor), “Кто прав, тот и сильнее?” (2013, editor), “Modern international relations system: Newtimes.az`s angle” (2014, editor), “Günümüz Jeosiyasi Süreçlerinin Perde Arkası” (2015, editor), “Müstəqil Azərbaycanın 25 ili Səfirlərin gözü ilə” (2016, author of idea), "Qlobal miqrasiya böhranı: Beynəlxalq münasibətlər və Qərb siyasəti yeni tarixi dönüş ərəfəsində" (2018, author of idea and editor in chief).

He is married and has three children, and grandchildren.
